1. Lord Caithness has seen your FCO telno 946 to Hong Kong and related telegrams. He has commented that the proposed changes to the Public Order Ordinance, although minor in themselves, will appear to be of major significance to China. He does not consider that the Hong Kong Government have fully explained the inadequacies of the Ordinance as it presently stands nor why such comparatively small steps are really necessary. He remarks that, as we know only too well here, it is little things, and their presentation, that can cause the biggest upsets if not fully thought through.
