5. The amendment in Clause 3 deals with the question of the probability that elections will be held on more than one day - see Hong Kong telno 3052 of 19 October 1990 and our response in telno 1980 of 25 October.

Timing

On present timing we will need to go to a Privy Council in February. It would be as well, therefore, to send the current text by Fax to Hong Kong now and ask for their comments.
