Given forthcoming changes, in the composition of Legco there is a need for a more active role for the Deputy President of the Legislative Council, in order to take some of the burden off the Governor's shoulders. This amendment provides appropriate flexibility.

to clarify the reference point for the
dissolution of the Legislative Council in the light of the arrangements made in 1991 to hold elections to the Legislative Council on more than one day.
This point needed clarification because of elections being spread over more than one day, and the requirement that the Governor should fix dates for dissolution with regard to specific periods having elapsed relative to the anniversary of the elections.
