Proposed amendments to the Letters Patent and Royal

Instructions:

(a) to ensure there is no room for doubt that, where the

Governor has purportedly delegated his authority to appoint

persons to certain public offices, this has been lawful;

(b) to entrench the rights contained in the International Covenant on Civil and Political Rights (ICCPR);

(c) to ensure that the validity of the proceedings of acts

in the Legislative Council (LegCo) may not be called into

question in certain cases;

(d) to make provision for the Governor to have discretion

whether or not to preside over meetings at LegCo; and

(e) to allow for elections to LegCo to take place on more

than one day.
