effective government of Hong Kong requires a tranquil relationship with China, achieved without giving any impression that the Government in Hong Kong is subservient to that in Peking. In years past this was achieved by virtual isolation from China. It is much harder now with continuous contact, obsessive media concentration and the growing shadow of 1997.

Nevertheless, however difficult to attain, it remains the right objective.
