APPOINTMENT OF DEPUTY PRESIDENT TO LEGCO

Problem

1.

The Governor would like to appoint Mr John Swaine as the first Deputy President of LegCo with effect from the beginning of the new session in October 1991. Since an appointment to LegCo is involved, the Secretary of State's formal approval is required.

Recommendation

2. I recommend that the Secretary of State should approve

the proposed appointment.

Background and Argument

3. The Royal Instructions were amended in August last year

to enable the appointment of a Deputy President of LegCo to be made (Article XXI (3)).

The purpose of creating the new post of Deputy President is to provide a transitional arrangement, which will enable the Governor to disengage gradually from his present function as President of LegCo and to prepare for 1995, when
