HONG KONG: POSITION OF THE COMMANDER BRITISH FORCES ON EXCO
Problem
1.
The Governor wishes to remove CBF from EXCO at the time
of the handover to the new CBF next spring. The MOD have argued against.
What to do?
Recommendation
2.
That the Secretary of State should take this up with the Defence Secretary either orally or in writing, making clear
that having considered the MOD's points, the Governor and we still believe this is the right time to make the change. I submit a draft, which could be adapted as a speaking note.
