We spoke. The retrieval section of LRD have conducted an extensive search of the 1984-86 papers and have been able to come up with very little. The only reference we could find was in the attached brief prepared for the Governor's visit in early 1986. It is clear from the way the brief is worded that there had been some discussion of the issue but none of it seems to have found its way on to the files. You will see that work on this particular brief was suspended, and the subject does not appear to have been discussed during the Governor's visit. The brief refers in its background section to a submission of 19 December 1985. I have asked LRD to track this down, but I am not hopeful that it will shed any light on this particular issue.
