MEMORANDUM FOR EXECUTIVE COUNCIL

ALLOWANCES AND HONORARIA FOR

MEMBERS OF THE THREE-TIERS OF REPRESENTATIVE GOVERNMENT

THE PROBLEM

The rationale for the existing system of providing allowances and honoraria for members of the three tiers of representative government needs to be reviewed in the light of constitutional developments in 1991, particularly the holding of direct elections to the Legislative Council.

RECOMMENDATION AND ADVICE SOUGHT

It is recommended that

the present system of allowances available to Legislative Council members should be replaced after the 1991 elections by a system comprising a salary and a general expenses allowance;

the salary of Legislative Council members should be set at about $38,000 per month and this should be linked to the Consumer Price Index;

the total monthly general expenses allowance to be made available on an accountable basis to a Legislative Council member should not exceed $30,000;

legislation should be enacted to provide for salaries and allowances for Legislative Council

members;

existing arrangements for payments in the case of multiple membership should not be changed;

the Senior Member of the Legislative Council or the Executive Council should continue to be eligible for

this should be equivalent to the salary of a Legislative Council member;
