Members of the Legislative Council recently resolved to seek funds from the Finance Committee to implement, with effect from 1 October 1991, a new scheme of allowances and honoraria similar to the scheme considered by this Council on 23 April 1991. A decision is required whether to accept or reject the new scheme.

RECOMMENDATION AND ADVICE SOUGHT

It is recommended that this Council should reconsider its earlier decision, taken on 23 April 1991, on the system of allowances and honoraria for members of the three tiers of representative government and consider the following package of proposals which takes into account the views recently put forward by Members of the Legislative Council -

(a) to replace the present system of allowances available to Legislative Council Members after the 1991 elections by a system comprising a salary and a general expenses allowance;

(b) to set the salary of Legislative Council Members at $36,000 per month which would be linked to the Consumer Price Index for the purpose of adjustment;

(c)

to make available on an accountable basis a minimum monthly general expenses allowance of $30,000 to a Legislative Council Member;
