The proposal

To make adequate provisions for all actual and anticipated emergencies, it is necessary to provide for each of the following seven scenarios -

(a)

(b)

postponement of an election in all constituencies (before the start of polling) due to or in anticipation of a typhoon or other natural emergency;

postponement of an election in one or more (but not all) constituencies due to or in anticipation of a natural

emergency;

(c)

adjournment of polling in all constituencies due to a man-made or natural emergency or in anticipation of a natural emergency;

(d) adjournment of polling in one or more (but not all) constituencies due to a man-made or natural emergency or in anticipation of a natural emergency;

(e)

(f)

adjournment of polling in one or more polling stations due to a man-made or natural emergency or in anticipation of a natural emergency;

adjournment of counting in all constituencies due to a man-made or natural emergency or in anticipation of a natural emergency; and

(g) adjournment of counting in one or more (but not all) constituencies due to a man-made or natural emergency or in anticipation of a natural emergency.
