ANNUAL REPORT ON HONG KONG, 1990

1. I submit the final draft of this Report, which takes

account of a few additional suggestions and amendments from

Lord Caithness and others in London, as well as from Hong

Kong. In the interests of clarity we have, on the Minister's advice, excised from the main body of the report

all references to events which occurred in the first three

months of this year. All facts and statistics, therefore,

now refer to the calendar year ending 31 December 1990.

The Secretary of State has produced a revised foreword

(attached). It looks fine to us.

We are still aiming for publication, simultaneously

in London and Hong Kong, and presentation to Parliament in the week beginning 22 April, but timing will be tight and we

may now be looking at a date in the following week.
