Length and format of this year's Annual Report to
Parliament.

I recommend that we should produce a report similar to
last year's and that it should cover the events of this
calender year, from January to December and carry a foreword from the Secretary of State highlighting the key points. submit a draft telegram to Hong Kong.
Background and Argument

I
Ministers considered last year whether to continue
production of these Annual Reports to Parliament and whether
to change their format. The arguments are set out in
Mr Paul's submission of 26 October. It was decided to
continue to produce a report but to make it shorter and more
readable, with cross references to more detailed information
available in the Library of the House.
