I have the honour to inform you that I have appointed Mr. M.D. Cartland, J.P., provisionally and subject to Her Majesty's pleasure, to be an Official Member of the Legislative Council with effect from 7 January 1991 during the absence from Hong Kong of the Honourable Mrs. Elizabeth WONG CHIEN Chi-lien, I.S.O., J.P.

This is the first provisional appointment to the Legislative Council for Mr. Cartland.
