Attention this week centred on the composition of the 'new' Legislative Council, in particular on the United Democrats meeting with the Governor (8 WIRs) and the appointed

members (7 WIRS). LU Ping's remarks on the rights of indigenous villagers was reported upon by 3 districts.

Legislative Council

The majority of respondents resented the United Democrats

attempts to influence the Governor's decision on LegCo appoint- ments. This move was considered undemocratic and likely to jeopardise confidence in the Territory. Contacts were relieved

that the Governor had stood firm and not acceded to the democrats'

demands.

3. The Governor's choice of appointees was generally approved as they consisted of respected businessmen who were politically neutral. While some believed that the appointed members introduced a good balance of interests, others felt they came from too similar

a background as those elected in the functional constituencies.

They feared that this group of legislators would have little

appreciation of the needs of the general public and therefore would

not be able to look after its interests. A few contacts commented

on the absence of pro-China appointees. This was regarded as the right step to take as the presence of pro-Chinese figures could invite confrontation from the liberals and unnecessarily

politicise the Council.
