USE OF LOGOS BY POLITICAL GROUPS IN HONG KONG

Please refer to your minute of 7 March to Mr Burns.
2. While in Peking, I asked the Secretary for
Constitutional Affairs, Mr Michael Suen, why logos were not permitted on ballot papers. He gave me an explanation along the lines of para 2 of your minute, stressing in particular the fact that many candidates in the elections would be standing as independents and that their affiliations were not clear. He thought that logos could well send a confusing signal about the real picture.

Like you, I do not find these arguments persuasive. unlike you, I see no evidence, at least from Mr Suen's attitude to the problem, that the regulations will be changed in the foreseeable future.
