Mrs Gorman called on the Secretary of State at 10.00 am on 23 April. The meeting lasted approximately half an

hour.

2. Mrs Gorman said she knows Hong Kong quite well and has

in the past done business there. She was concerned about

the future, and wanted to make two main points. Her first

concern was the LegCo elections: she did not feel that

Britain was doing enough to help the embryo political parties of Hong Kong with the technical and organisational aspects of holding successful elections. Financial

resources were also a problem, and many of the people involved were politically naive. We should be inviting them over here to learn about election techniques or, better still, sending suitable advisers out to Hong Kong.

Mrs Gorman quoted the example of the Americans, who had paid for people, including some British MPs, to go to Latin America to help advise the new democratic parties there.
