1. Michael Meadowcroft the Chairman of the Electoral Reform Society phoned me today (1) January) to inform me that he
and Patrick Bradley the Chief Elections Officer for Northern
Ireland were going to Hong Kong. They had been invited to
do so by the Hong Kong Democratic Foundation and would be leaving on 26 January. Their purpose was to talk with.
members of the Democratic Foundation, and he understood that
being arrangements were also måde for them to meet civil servants, about their experiences of organising elections.
