Thank you for your letter of 2 September to the Prime Minister, raising four issues relating to Hong

Kong. I will take them in turn.

First, the question of a faster pace of

democratisation. We want to see steady progress towards a greater degree of direct election in Hong Kong, and to see this progress sustained without interruption after

1997. As the Prime Minister made clear in Hong Kong,

these issues will need discussion with the the new

Legislative Council, and will also need to be taken up

with the Chinese Authorities at the right time before

1995.

You also make the point that Annex II of the Basic Law is contrary to Article 68, and that Annex I of the Basic Law is contrary to Article 45. Our legal experts do not agree that there is any contradiction between the Annexes and the Articles in the Basic Law. Universal suffrage is indicated as the ultimate aim: but Article 68
