POLICE
HKS reported that police staff associations yesterday accused the Government of misleading the public by claiming a marked increase in police recruitment. They said recruitment fell form 93 per cent of the goal in the last three years to the current 25 per cent. The Post said that the four police staff associations had accused the administration of lying and cheating the public over problems faced by the force which was still gripped by "very low morale". to CS Sir David Ford, and the other to CP Li Kwan-ha - the association chairmen held a press conference to put forward "a factual portrayal" of the state of law and order which they said "must be of concern to the public".
The Post reported that 50 crime wing detectives were being sent from their normal desk jobs at police headquarters out on street patrols to help combat the traditional increase in rime .that occurred before the Lunar New Year. Writing in HKS, Marcal Joanilho said that special praise was due the officers and men involved in round-the-clock anti-terrorist operations in HK as the Gulf war entered its sixth day. The CP also guaranteed that the internal security role of the police force would not reduce the police presence on the streets. This was an encouraging

DB ELECTIONS
SCMP reported that the three main groups of liberal activists, the United Democrats of HK, Meeting Point and the Association for Democracy and People's Livelihood, bed claimed the first victories in the DB electicas, with of their combined pool of 99 candidates being returned unopposed. HKS said that the Liberal Democratic Federation would only field 35 candidates for the electione, half the number of its major rival, the UDHK.

The Post reported that the High Court heard that the chairman of the Refugee Status Review Board, Francis Blackwoll, described the questionnaires for boat people as "generally inadequate" and having "many shortcomings" in a 1989 circular. The paper also said chat the Government would face further challenges to its VR policy next week with taw judicial reviews being heard in the High Court.
