Reply to the British Side's Paper Entitled Formation of First Government of the Hong Kong Special

Administrative Region

On 8 December 1988, Ambassador Sir Alan Donald presented to the Chinese side a paper

entitled Formation of the First Government of the Hong Kong Special Administrative Region.

The Chinese side notes with pleasure that the Chinese and the British sides, thanks to their joint efforts, have come quite close to each other in their views on the formation of the first government of the Hong Kong Special Administrative Region (SAR) and on other questions.

The Chinese side appreciates the acceptance by the British side of the Chinese side's view on the establishment of a SAR Preparatory Committee by the National People's Congress of the People's Republic of China within 1996 and its readiness to co-operate with the Chinese side in an appropriate way to enable the Preparatory Committee to carry out its functions in Hong Kong. The Chinese side wishes to reiterate that the Preparatory Committee is to be responsible for preparing the establishment of the SAR and take charge of formation of the first SAR government, and that it will not interfere with the administration of Hong Kong by the British Hong Kong Government before 1 July 1997.

The Chinese side also notes with pleasure that ensure a smooth transition, the British side has agreed to the Chinese side's proposal on the joint selection of possible candidates and suggested that consultations to this effect be conducted in several stages within the framework of the Sino-British Joint Liaison Group. The Chinese side believes that the candidates to be selected jointly in those stages should include candidates who may serve as principal officials of SAR and members of the Executive Council and that in the course of consultations, each side may submit its own list of candidates.
