You asked on a copy of Hong Kong telno 3338 whether we should check Hong Kong's interpretation of the terms Secretary and Deputy Secretary as mentioned in Basic Law Article 48(5).
2. I attach the list of principal officials in Article 48(5), with the Hong Kong Government equivalents listed alongside, which we compiled in May 1991 when we were considering reducing the number of offices to which appointment or promotion requires the Secretary of State's approval. identified (and Legal Advisers agreed) the comparable existing posts, so there should be no doubt about their interpretation.

In telno 3338, I think Hong Kong were using the more general term "the Secretary posts" as a shorthand to refer to both the Secretaries and Deputy Secretaries of Departments and the Directors of Bureaux.

The key point seems to me that despite the BL ref. to Deputy Secretares, its nationality restrictions with not apply to current posts like Dep see for Security, Dep sec for Ec services nomenclature these will become deputy directors of Bureaux.
