Page 1, paragraph 3, line 3: Subject to what FCO may say, we suggest that the figure in square brackets should read "nearly
6 million".
Line 4: after "if they wish"; insert "and if they have completed the required period of residence".
Line 5: this figure should be 3.28 million.
Page 2, "Passport Issuing Arrangements"
The first sentence is I think technically correct in that all
passport work in Hong Kong is undertaken by HKID although a bag
scheme is operated to bring applications for new or renewed British citizen passports back to London for processing. (I
mention this for the purpose of clarification: you may feel that
it does not require specific reference in the paper.)
