I am responding on behalf of B4 Division to your note of

31 July and to Mr Varney's note of 2 August (Copied only to

Mrs Grimsey and myself).

Taking into account Mr Varney's amendments with which I

agree, I suggest paragraph 3 on page 1 and paragraph 1 on page 4-

of the draft note read as follows:

LH3.10

"Citizenship Arrangements in Hong Kong"

The attached table summaries the various forms of British

nationality in Hong Kong before and after 1997. Hong

Kong has a population of [

] which is mainly of

Chinese origin or descent. Under Chinese law this

majority is regarded as having Chinese nationality I but

they can if they wish obtain Hong Kong Certificates of

Identity if they wish to travel 1. About 3.25 million

Hong Kong residents are, however, also British Dependent

Territories citizens (BDTC). This citizenship is

acquired automatically by birth in Hong Kong to a BDTC parent or by application after a period of residence in

Hong Kong.
