I have revised the draft paper about Hong Kong which I circulated on 31 July and the attached version incorporates the various comments I received with some modifications in the interests of
simplicity. I should be grateful if you would arrange for this to go to the Secretariat ready for the next Ad Hoc meeting and perhaps we should also send an English copy direct to the Spanish who first raised the point.
