We did not have time on Monday to discuss the above subject but another area in which the United Kingdom could assist Hong Kong would be in putting additional pressure on the United States to normalise their relations with Vietnam.

This would provide a major boost to the voluntary return program for the boat people.

I attach a paper on the subject which you may like to pass on to those involved with handling the issue.
