note of 16 July records the main points from this
meeting which was attended by Mr Morris, Mr Varney, Miss Dews, Mr
Baker (FCO) and myself. The purpose of this note is to give a
fuller report of the conduct of business at the meeting.
This was
the first meeting under the Italian Presidency and it was handled
well by Sig. Lo Iacono. As expected, item 5 (immigration policy)
was very much the main business of the day although the Irish
surprised us when they raised the Schengen Agreement under other
business. Attached at Annex A is a list of the participants and

2. The Presidency informed the meeting that they would make an
announcement under other business about the Computer Seminar to be
held in October. The German delegation indicated that they wished
to raise the question of refugees from Albania, the Greek
delegation wanted to raise again the question of border controls
infrastructure and Ireland wanted to discuss the Schengen
Agreement. Spain had already notified the Presidency that they
wished to raise the question of immigration from Hong Kong.
