PRIVATE MEMBERS' MOTION ON FRIDAY 19 JANUARY
Thank you for your letter of 16 January about handling James Couchman's Private Member's Motion on Hong Kong citizenship. Arrangements are being made for Ian Gow's Motion on opposition policies, on which Kenneth Baker is taking the lead, to be talked out. Neither James Couchman's Motion nor Roy Beggs' Northern Ireland Legislation Motion will be reached, and the responsible Ministers will not be required to be present to debate them.
I am copying this letter to members of L Committee, Kenneth Baker, Peter Brooke, Sir Robin Butler and First Parliamentary Counsel.
