Further to my Telno. 007 I am faxing an extract from a book just published by Koch entitled "All the Best, Letters from a Feisty Mayor". Rather to our surprise Koch has published his exchange of letters with the Prime Minister concerning Hong Kong. However there is a very nice compliment paid to the Prime Minister (and of course to those who draft her letters) in the last sentence on page 58.
