I am most grateful to you

grateful to you for your agreement to establish new arrangements for spouses of existing British citizens in Hong Kong.

As you know, the Home Secretary recently announced this in response to a Parliamentary Question from the Rt Hon Paul Channon MP and you may like to have the enclosed copy of the Hansard extract for your record.

I am sorry that it has taken us some time to come back to you about this but we have been continuing work on the specimen letter which the Home Secretary asked to be amended slightly. I now enclose the final version. I think this leaves the way clear for you to set in hand the necessary administrative arrangements for establishing and publicising the scheme. Perhaps you could let me know when you envisage implementing the scheme, and what if any publicity material you have in mind. We would appreciate the opportunity to see any such material in draft.

I should again say how grateful we are to you for agreeing to take on the work which the scheme will involve, and for your advice on the terms of the draft letter.
