To clear with the Home Secretary a line on:

assurances on non-British spouses of British expatriates in

Hong Kong.

(b)

widows of Hong Kong ex-servicemen.

Recommendation

2.

I recommend that the Secretary of State should write to the Home

Secretary explaining that, should he be asked about these matters

during his visit, he would need to make clear what the Government

had decided to do for these categories. I submit a draft.

Background

3.

The essential background is contained in the draft letter. Mr Waddington decided before Christmas, at the same time as the nationality package was finalised, that non-British spouses of British expatriates could not be given British citizenship; but that in order to meet their concerns, he could offer them a reassurance that the widows of British expatriates resident in Hong Kong would be admitted to Britain on the same terms as the spouses of people
