1. The Home Secretary has now decided not to announce the
government's policy on assurances for the widows of British
expatriates in Hong Kong until the second reading of the Bill to
implement the nationality package. The Secretary of State will be
subjected to considerable pressure to make a statement on this issue
during his visit to Hong Kong.

I recommend that the Secretary of State write to the Home
Secretary explaining that, should the subject be raised during his
visit, he will make clear the government's policy on this issue.

My submission of 19 October to PS/Mr Maude noted that the Home
Office was not prepared to concede to the request of Conservatives
Abroad (Hong Kong) that the BNA should be amended to allow time
spent in Hong Kong by a spouse of an expatriate to count towards
fulfilling the three year residency requirement. But the Home
Office was nevertheless prepared to make a significant concession:
that the government should undertake that any spouse of a British
citizen in Hong Kong who was widowed before achieving settlement
here would still be allowed to come to the UK if she/he wished.
