The Government are well aware of the concerns which you and others have expressed on this issue especially in the unusual circumstances of Hong Kong.
It can however be emphasised that spouses do have the right to come to this country with their husbands or wives for settlement at any time, either before or after 1997. While working on the package the Government will consider if any further arrangements under immigration provisions are necessary to further protect the position An announcement will be of spouses of British Citizens. made on this in due course.
