Contract for Computer for

Producing Registration Certificates

I refer to your letter dated 4 December addressed to Judy Ching concerning your meeting with ICL today.

I am pleased to inform you that following an urgent meeting with Finance Branch, we managed to secure their approval to create a capital account vote for the purpose of procuring the computer for producing

registration certificates, and to entrust HMG to procure the necessary equipment on our behalf. It is thus possible for us get round the long lead time necessitated by complying wiht HKG's regulations governing the procurement of goods and services. Given Finance Branch's clearance for you to go ahead with procurement for us, we are happy for you to meet with ICL and conduct the necessary negotiations on our behalf.

We do not think there is any need for somebody from our London Office to be present to hold a watching brief. We would be content so long as the total costs do not exceed £100,000, as indicated in your letter of 21 November 1990. We are naturally counting on you to get as favourable a deal as possible.
