In addition, a fee of £10 is payable for every application

made to the Secretary of State under the 1981 Act. Although the acquisition of British citizenship under the 1990 Act is referred to as "registration", the process is more akin to naturalisation as it involves character checks and may take up to three years to process (registration as a British citizen under the 1981 Act, whether as an entitlement or at the discretion of the Home Secretary, is generally speaking much simpler). Our registration fee of roughly 130 (at the exchange rate of HK$14 to one pound) is generally in line with the naturalisation fee of 170.

The fee level of 1,800 was calculated having

regard to the following :-

(a) total costs of $267 millions;

(b)

(c)

application fee of $200 x estimated number of 250,000 applicants;

total number of places under the first tranche

(43,250 x average family size of 3).

For the purpose of calculating (b), we have adopted a highly conservative estimate of 250,000 applicants. (The total number of people employed in the occupations covered by the GOC is over 600,000). By applying this formula, we should be able to recover over $283 million, which is over 5% above the total costs of $267 million. (We could be criticised here if we were seen to be making any substantial profits.) This should be adequate for the purpose of covering any unanticipated costs arising from the servicing of the advisory committee on British firms.
