task will be undertaken by a unit specially set up for the
purpose within the Hong Kong Immigration Department.
None of this will affect the United Kingdom Government in
resource terms. However, since the prize which is to be offered
under the selection scheme will be British Citizenship, it is
right that the registration of those recommended by the Governor,
including principal beneficiaries as well as their spouses and
children, should be reserved to the Secretary of State.
Clause 5 provides that the Secretary of State will not register
a person whom he has reason to believe is not of good character
or is ineligible.
The discharge of the Secretary of State's function will require
the establishment of a small team of Home Office officials in
Hong Kong. Their task will be to receive recommendations from
the Governor and, where appropriate, to issue certificates of
registration on behalf of the Secretary of State.
to the size of the team that will be needed, this will of
course depend on the number of recommendations to be processed
each year.
The Bill strictly limits the circumstances in which
the Secretary of State would refuse to register a person
recommended by the Governor.
He will not become involved in the selection process or review
decisions taken by the Governor in accordance with the scheme
