Hong Kong: Follow-up to the Debate

Now that we have the wind in our sails after last night's vote, the Secretary of State would like to take advantage of the momentum both in Hong Kong and in China.

The Secretary of State does not have a clear idea of how we might do this and would be grateful for advice. China is the main target. We need somehow to persuade the Chinese that the Bill is going to go ahead and will succeed and that the time has come for them to contribute to confidence in Hong Kong. I doubt whether we can do more than to shut up over nationality but might they now be persuaded to contribute to the airport development?

As far as Hong Kong is concerned, the message from last night's debate no doubt largely speaks for itself. If you have ideas on specific ways we can follow-up in Hong Kong, the Secretary of State would be grateful to have them. He would, in any case, like to send a message thanking those in the Hong Kong Government who have been most directly involved in explaining the legislation in Hong Kong. This would not be a message to the Governor but presumably to Mr Donald Tsang. I should be grateful for a draft.
