The following issues were discussed at Mr Maude's meeting this morning:
1.
i) Nationality. Together with Mr Fifoot, HKD were working up ideas for a concession to the Bill's opponents in the form of a moral commitment from those granted citizenship that they would not seek to use their passports for a certain period. Mr Maude is not sure that this is now necessary, but would like to look at the work already done on it, by 25 April please.
Mr Maude was grateful for the list of possible amendments which Mr Morris abstracted from the Hansard record of last week's debate. The one most likely to be pursued at Report stage was on right of appeal. We should start to work up counter-arguments now. The other main pressure would come on provision for the Indian community in Hong Kong.
ii) Naval patrol boats. Mr Maude would be grateful for a short summary of the present defence costs arrangement and the planned military run-down, before considering whether to speak to the responsible MOD Minister, as the Governor has suggested.
