conference to bolster Hong Kong as a banking and commercial
international centre. The Secretary of State replied that this was
worth considering. Hong Kong is already an international centre with hugely ambitious plans for expansion. The future depended on international confidence but it also depended on China: we had to
persuade the Chinese that, if they want to regain a thriving Hong Kong, they had to encourage and not discourage its capitalism and international aspect. The Secretary of State hoped that business
people in Hong Kong.would press this message home. Mr Stone might
like to consider a form of words for a paragraph on this subject in
the letter.
