Community Service
Points for membership of permanent statutory/non-statutory board or committee or an auxiliary service established by the Hong Kong Government.
General Allocation Section (GAS)
Over 70 per cent of places would be allocated under this Section, and by the points system. GAS would cover people from a wide range of activities with a key role in maintaining Hong Kong's prosperity and administration. They would come from seven broad areas of work: business and management; accountancy; engineering; information services; medicine and science; law; and education, divided into 20 occupational groups. The number of places available to each of the 20 groups would be determined by the members in each group and their emigration rate over the past three years (See Appendix I).
Within the first tranche of GAS there would be 500 residual places for those with technical skills and professional qualifications who were performing functions essential to the continued successful adminstration of Hong Kong up to 1997, but who did not fall within the 20 'key' groups.
Key Entrepreneurs Section (KES)
There are a number of well-known entrepreneurs in Hong Kong who have invested heavily in the Territory, have brought employment, and have maintained confidence there. 500 places would be offered to such people.
The Governor would invite those whom he considered qualified to submit an application, together with supporting documentation. Others who wished to be considered could indicate this on an application form under the GAS.
The Steering Group would examine the application and submit a report on each to the Governor, who would then decide whether to recommend the person concerned for citizenship.
Disciplined Service Section (DSS)
7,000 places would be available in the DSS for established members of the disciplined services of Hong Kong. These comprise: the Correctional Services (Prisons) Department; Customs and Excise; Fire Services; Royal Hong Kong Auxiliary Air Force; Immigration; operations department of the Independent Commission Against Corruption; the Royal Hong Kong Police Force; and uniformed members of the Garrison.
The available places would be allocated to the services in proportion to their staff numbers. Within each service, places would be allocated by a points system similar to that used in the GAS. Special circumstances points would take account of commendation for outstanding service, etc.
