Many thanks for your letter of April 4th and for sending me a copy of the British Nationality (Hong Kong) Bill.

I am afraid that it is going to be a worrying and difficult time for you in steering the Bill through Parliament. You will have all the support from Swires, both here and in Hong Kong, that we can give. There is no doubt that the brain drain is accelerating, and the success of the Bill is very important to us.

Just to spoil your morning (in case you have not seen it), I attach an article from the Chatham House magazine "The World Today". It is very depressing when this sort of stuff comes from a reputable source. We have spoken to Jim Eberle who understands the issue, and will (I hope) do his best to see that a balancing article appears.
