1. I submit draft building blocks and detailed defensive briefing for the Secretary of State's wind-up speech, covering the points in
Peirce's minutes of 5 April and 9 April. Mr McLaren has seen
this material and his comments have been incorporated.

The question of international support for our nationality package will also need to be covered. We will provide some
additional material on this next week when we have had a chance to
analyse the reaction to Mr Maude's statement in Hong Kong (copy
attached). We will also provide some additional defensive briefing
on the Approved Secondment Scheme in the light of today's press
comment.
