1. At this morning's meeting, Mr "Mäude asked me to draft a question

that might be asked by a Conservative MP in the course of Mr

Waddington s opening speech at the second reading on 19 April,

drawing attention to the fact that the nationality package would

serve as a sanction against violation of the Joint Declaration by

China; and that the failure of the Bill would cause intense

satisfaction to the Chinese Government and dismay in Hong Kong.

I submit a draft question, together with a draft response which

Mr Waddington might make to such a question.
