I freely recognise that the remedy which the Bill offers represents a departure from the normal principles of our Nationality Law. The Government could have opted for promises

of entry clearance to key personnel rather than grants of

citizenship. There are obvious advantages in such an approach. But we decided to go for the more difficult option of citizenship because it was clear that only citizenship would command the necessary confidence in Hong Kong in order to

achieve the desired result of persuading people to stay. We had
