I need hardly remind the House that the circumstances of Hong

Kong are unique. Hong Kong is to return to China's sovereignty on 1 July 1997 under the terms of the Sino-British Joint

Declaration of 1984 which guarantees that Hong Kong's

capitalist system and way of life will be maintained for at

least 50 years after 1997. Under the Agreement the British and

Chinese Government's are committed to work to maintain Hong

Kong's stability and prosperity. It is a major endeavour, and

we are determined to make it succeed.
