1. Your minute of 17 April asked for comments on the three draft
passages for possible insertion in a speech. I have only one small
factual point in the passage on Immigration policy: the figure for
BDTCS should be 3.28 million, not 3.7.

The minute also asked for clarification on how we arrived at the
figure of £600 million benefit to the exchequer if all 50,000
beneficiaries under the scheme came here. As the attached minute
from Mr Wright, Economic Advisers, explains, the figure was derived
: from calculations based on salary figures provided by the Department
of Employment, Standard Income Tax and NI information, and Indirect
Tax information estimates provided by the Treasury. Mr Broadbent
recommends, however, that Ministers should not volunteer any
figure for the reasons set out in his minute of 18 April. He
suggests an alternative line to take.
3. The minute also asked for quotable clarification of what the French are doing on international support. I attach a copy of my submission to PS/Mr Maude of today's date.
