Duncan McInnes of Association of Expatriate Civil Servants of Hong Kong enquired on the percentage of civil servants in the quota of 50,000 households. In response, Mr Lloyd said the Bill now being prepared was but an enabling legislation. Details to be contained in further legislation.

face of recruitment and retention problems, lest a management vacuum and loyalty problem were to arise.

with disastrous consequences.
He argued that priority should be given to appropriate officers aged early 40's to late 40's to maintain continuity of key managers in the Civil Service.
