Hong Kong will be run by the radicals who cannot afford to acquire passports

- with a guaranteed loss of prosperity in Hong Kong, and therefore instability. The people who are being worried into going are the very people who would vote in Functional Constituencies and even direct elections for the sort of Hong Kong that China wishes to see.
