The Secretary of State has seen a copy of the letter which Mr Yeo has received from Mr Bowen Wells, Norman Tebbit and John Butcher about the Hong Kong Bill. Subject to Mr Maude's views he does not think that it would be right for either Mr Maude or himself to send a letter countering this, or indeed for Home Office Ministers to do so. But we will need a cogent brief dealing with the points in the letter for the Whips' Office before the second reading.
