have just learned from the Bill Unit

at the Home office that the business Managers have had second thoughts about Separating 1st Reading and Publication (the former on 4 April, the latter on 5 April). consider that, because 2nd Reading has been brought forward from 23 April to 19 April, Members will have less time to consider the Bill. Rey are in chined, therefore, to argue for Publication on 4 April. The issue is to be resolved at 'L' committee. He understand for the Home Secretary is inclined to agree thar Publication should be on + April. This would affect plans for press handling and briefing senior Back benchers
